ABOUT APPRAISERS AND THE OREA (Office of Real Estate Appraisers):
California Certified Appraisers offers appraisers at all license levels established under the State of California requirements (Licensed to Certified General). There are four levels of real estate appraiser licensing, which are:

In 1989, Title XI of the federal Financial Institutions Reform, Recovery and Enforcement Act was adopted by congress mandating states to license and certify real estate appraisers who appraise property for federally related transactions. The federal law was enacted as a result of the savings and loan disaster. In response to the federal mandate, the Real Estate Appraisers Licensing and Certification Law was enacted by the California Legislature in 1990 (AB 527, Chapter 491 of 1990). OREA was established within the Business, Transportation and Housing Agency, and charged with developing and implementing a real estate appraiser licensing and certification program compliant with the federal mandate. The Licensing Unit sets the minimum requirements for education and experience, according to criteria set by the federal government and California law, to ensure that only qualified persons are licensed to conduct appraisals in federally related real estate transactions. Applicants must meet minimum education and experience requirements and successfully complete a nationally approved examination.
THE APPRAISER: Appraisal professionals managing multidiscipline appraisal practices. We have responsibilities for technical review of all types of appraisals, coordinating and training appraisers from various levels. Estimating fees for potential engagements and developing engagement plans for new assignments. All our appraisers function in this capacity and demonstrate a broad understanding of the appraisal process and standards that are practiced by one or more disciplines, real property, and technical services for valuation. We are familiar with the proper application of valuation concepts and methodologies for many different types of property rights.
REAL PROPERTY: Is defined as all the interests, benefits, rights and encumbrances inherent in the ownership of physical real estate, where real estate is the land together with all improvements that are permanently affixed to it and all appurtenances associated thereto. The professionally qualified real property appraiser will be tested and accredited in one or more of the following specialties. Appraisal assignments involving the valuation of real property include acquisition and disposition of property, mortgage financing, insurance, estate taxes, eminent domain (condemnation), zoning, urban renewal and redevelopment, valuation tax planning, easements and rights of way evaluation. Rural appraisers are involved in the valuation of nonurban properties such as rural property in transition, irrigated properties, livestock ranches, stockyards, dairy and horse farms, vineyards and orchards. Urban real property appraisers are involved in the valuation of some or all of these properties: commercial (office buildings, free-standing retail, shopping centers); institutional (hospitals, schools, courthouses); industrial (manufacturing plants, warehouses); special purpose (recording studios, churches, radio/TV stations, cemeteries, golf and country clubs); residential (apartment houses, single-family homes, townhouses, duplexes, condominiums).
